The Invisible Power of War: US Intelligence Develops New Model to Decode Military Motivation

Article Image

KEY INTELLIGENCE TAKEAWAYS & SUMMARY

  • The US Defense Intelligence Agency (DIA) has published a new and comprehensive analytical framework to measure the will to fight of foreign militaries.
  • The new methodology was designed by learning lessons from recent intelligence failures such as the collapse of Afghanistan and the Ukrainian resistance.
  • The framework aims to evaluate many intangible elements, ranging from the legitimacy of national leadership to the morale levels of soldiers.

Measuring the Unseen: A New Era in Military Analysis

Modern military analyses are generally built upon numerical data such as tank numbers, combat aircraft ammunition capacities, or troop logistic inventories. However, the greatest turning points recorded in military history rely on an intangible element that lies beyond these quantitative data: The will to fight. The US Defense Intelligence Agency (DIA) has shared a new analytical framework with the public to evaluate this critical yet extremely difficult-to-measure motivational capacity of foreign militaries. Developed in the wake of critical intelligence analysis failures ranging from the process in Afghanistan to the resistance in Ukraine, this methodology aims to fundamentally transform the strategic foresight capability of the military intelligence community.

Historical Turning Points and Intelligence Failures

Global intelligence communities have been tested with two major contrasting examples in strategic forecasting in recent years. The first of these occurred during the US withdrawal process from Afghanistan. The abandonment of strategic regions without a fight by Afghan security forces in the face of the Taliban's advance and the rapid collapse of the government caught decision-makers in Washington unprepared. In contrast, an opposite intelligence lack of foresight occurred during Russia's move against Ukraine in early 2022. While it was predicted that Kyiv would fall within days, the Ukrainian armed forces displayed a resistance far beyond expectations and succeeded in halting the invading forces. These two experiences revealed that the will to use equipment, as much as the equipment held by armies, is the most fundamental factor determining the course of war.

Parameters of the Strategic Framework

The DIA's updated intelligence craft methodology envisions scrutinizing the dynamics at every tier of power. Covering a broad spectrum from the authority and legitimacy of national leadership to the esprit de corps possessed by the lowest-ranking private, this framework also puts leadership qualities in times of crisis on the table. For instance, leaders choosing to remain in the capital during a crisis or the perceived levels of support received from allies are among the elements that directly affect the will to fight of armies. Furthermore, the existential nature of the conflict—meaning whether victory or defeat is a vital condition for a state or regime—is filtered through the analysts' lens.

Conclusion and Future Perspective

This new model, preparing to break the mold in the field of military intelligence, acknowledges that the will to fight is not static, but rather can change dramatically and rapidly depending on the course of crisis and conflict. As hybrid threats and asymmetric elements come to the fore in the future combat environment, the reality that human and psychological factors are as critical as numerical data has been ratified once again. This move by DIA not only serves to protect US national security but also constitutes a strategic turning point for enabling healthier assessments of military balances and deterrence calculations on a global scale.
